Get network-local mempool observation

Network-local, independently timed Core mempool observation with canonical snapshot headers. API response cache has a maximum 500 ms lifetime and verified chain-source checks. Failed or stale observation returns state unavailable with null values, while a real empty mempool returns available with zeros.

`MempoolSummary`
